As you may have seen in HUD’s July 2, 2025, listserv message, the 2025 Continuum of Care (CoC) Notice of Funding Opportunity (NOFO) is on the horizon. With that in mind — and with new e-snaps security measures coming online — we’re anticipating an uptick in password reset requests. Please share this message with your teams, renewal and potential new applicants, or anyone involved in preparing applications this year.
To help avoid any delays, here’s what we recommend for all CoC and project applicants:
2023-2024 CDBG-DR Action Plan Public Comment Reminder and Disaster Recovery Survey
Please take notice of the opportunity for “public comment to the draft 2023-2024 CDBG-DR Action Plan. The draft action plan, public meeting recording, slides, and the comment form can all be found on the CDBG-DR website: https://www.tn.gov/ecd/community-development-block-grant/cdbg/cdbg-disaster-program.html. The deadline for submission of comments is August 11.
“Also, to ensure that we are capturing as much information and feedback concerning the recovery from the disasters and the remaining recovery needs, we have developed a survey that only takes a few minutes to complete. The questions that are prompted are based on who the respondent is representing for the survey (ie. business, resident, local government, etc.). Respondents may complete the survey more than once if they were impacted in multiple ways (ie. business owner and resident).
Eviction Prevention Toolkit and Webinar Recording Available
This toolkit is for people with mental health conditions, substance use disorders, or co-occurring disorders living in community-based low-income housing and the service providers and organizations supporting them in their housing and recovery. The toolkit provides essential information to support stable tenancies and avoid the trauma of housing eviction. Toolkit topics include upstream eviction prevention strategies, housing support services, landlord partnerships, and more.

NSPIRE Compliance Date Extended for CoC, ESG, and HOPWA to October 1, 2025
On July 5, 2024, HUD published a notice extending the compliance date for implementation of the National Standards for the Physical Inspection of Real Estate (NSPIRE) for Continuum of Care (CoC) and Emergency Solutions Grants (ESG) recipients and subrecipients and Housing Opportunities for Persons With AIDS (HOPWA) grantees to October 1, 2025.
